City of Thousand Oaks issued the following announcement on February 8.
Community Development Fills Key Leadership Roles
The City of Thousand Oaks is proud to welcome two new leaders into the organization in the Community Development Department. A longstanding vacant Deputy Director role and a Building Official. Both roles play an integral part in daily operations in serving the development community and round out two key management spots in the department.
On the new additions to the team, Community Development Director, Kelvin Parker, said, “We are thrilled to have such highly qualified professionals join our team. They both have a dedication to public service and are eager to bring their knowledge and expertise to Thousand Oaks.”
Filling the Deputy Community Development Director role is John Dugan, an experienced and well- rounded planning professional. In this role, he will oversee and guide the Planning Divisions' current project review. His vast experience and teaching style will be a benefit to all planners in the Department. With an outstanding career in cities and counties alike, including serving the National Planning Commission in Washington DC, and most recently, as Deputy Director of Resource Management Agency for Monterey County, where he managed County long-range and current planning, development services, development permitting, code enforcement, and more. John brings a wealth of knowledge and experience to the department.
Jesse De Anda will be joining as a Building Official. As Building Official, he will oversee building inspectors, plan reviewers, and technicians in the Building and Safety Division. His experience will be critical in successfully implementing the new online Land Management System which will increase efficiency in the Department by creating a virtual operation where permits can be applied for and issued remotely, and records are immediately accessible. In his previous roles at the Cities of Montebello and Beverly Hills, Jesse was responsible for the Building and Safety Division operations in permitting, administrative services, plan review, building inspections, and records functions in addition to supporting and coordinating with planning, Fire (prevention and emergency response), Public Works, and events.
“It is a competitive job market out there right now,” said Andrew Powers, City Manager. “I’m proud of the work our team in Community Development does every day and making strategic hires like John and Jesse will only strengthen the team and ensure we continue to provide high-quality service to the community.”
Both hires will begin in March and February 2022, respectively.
