County of Ventura: Black History month

County of Ventura issued the following announcement on February 19.

In recognition of Black History month, the County of Ventura recognizes Black trailblazers, including the late former Thousand Oaks Mayor Lawrence Horner, who sadly passed last year. Mayor Horner was a Thousand Oaks City Councilman for 16 years, from 1974-90. Mayor Horner also worked for Congressman Brad Sherman. Mayor Horner was bused to school in Indianapolis, where he grew up during a time when people of color experienced unspeakable racial injustices. Mayor Horner was a trailblazer; the first African American to serve on the Thousand Oaks City Council as mayor and the first Black leader elected to a city council in the County of Ventura. In 1986, Mayor Horner was made Vice President of Northrup Grumman, making history as the first Black Vice President for one of the largest corporations in the nation. Mayor Horner advocated for diversity in the workplace and local government throughout his career and left a legacy for generations to come.
